DOT Submits Proposed Rule Change for HOS Regulations

The U.S. Department of Transportation sent its Notice of Proposed Rulemaking (NPRM) to reform hours-of-service regulations to the Office of Management and Budget. Although the department has not released any details of the notice to the public, Transportation Secretary Elaine Chao said at the Mid-America Trucking Show that "the department understands the strong interest in increasing flexibility and is giving it serious consideration." American Trucking Associations (ATA) spokesperson Sean McNally said, "ATA is pleased that the much-needed review and reform of the hours-of-service rules has progressed to the point where a proposal has been sent to the White House for its review." The Owner-Operator Independent Drivers Association also was pleased with the progress. Federal Motor Carrier Safety Administration (FMCSA) officials combed through thousands of comments and gathered input on potential rule changes for months before submitting the NPRM to the White House. FMCSA Chief Counsel Jim Mullen said the majority of respondents recommended eliminating the 30-minute rest break, and commenters also responded in favor of allowing drivers to divide their rest time in a sleeper berth instead of resting for 10 hours straight. The top vote among respondents was for dividing rest hours into a 50/50 split.

Planning Tool Helps Guide Disaster Preparation and Recovery Strategies

The skies are clear. The river is at its normal level. Authorities are reporting a low risk of wildfire. Fault lines have been
quiet. It's tempting to operate your business as if these will always be the case. But what will you do when disaster
strikes? Ask any business owner who has been through a disaster - thorough preparation makes all the difference.
When you experience a catastrophe, the trauma and stress make it difficult, if not impossible, to think clearly enough to
begin setting things right. And unless you've collected all the documents and information you need for operational
continuity, you'll have a hard time getting things moving again.
Federated Mutual Insurance Company® offers the resources you need to prepare your business for a disaster with the
Institute for Business and Home Safety (IBHS) Open for Business-EZ® program. The program, available online or in print,  guides business owners through the process of developing a plan to help keep a business profitable after a disaster.

Distracted Driving
Awareness Month
Unless you are a computer, you can't multitask. You might be able to quickly switch from task to task, but the idea that a person can effectively perform two or more actions simultaneously is just plain false. Whether it's at home, at work, or on the road, you're at your best when you concentrate on one activity.
April is Distracted Driving Awareness Month. While drivers should always keep their eyes - and minds - on the road, this month is a good time to remind yourself, and everyone in your life who drives a vehicle for personal or professional use, that when behind the wheel, the only things that matter are the road in front of you and the other vehicles around you.
Don't text and drive. You've likely heard that warning before, and with good reason. Nationwide, 3,450 people were killed in 2016 and 391,000 were injured in 2015 in distracted-driving accidents, according to the National Highway Traffic Safety Administration. Mobile device use of any kind - talking on the phone, changing the song on a music app, entering a destination on a navigation app, among others - should wait until you have reached your destination. Laws regarding cell phone use differ from state to state, but potential consequences remain the same: death or serious injury.
